This research presents a novel approach to the R&DPPS problem by integrating fairness strategies into resource allocation. A mixed-integer programming model is proposed that balances individual and group fairness through policies designed to ensure both an equitable distribution of resources and balanced project impact. The model incorporates key technical aspects of project-related decision problems and is validated through computational experiments, which demonstrate that the proposed policies maintain minimum impact thresholds while minimizing disparities across different areas. These computational experiments were carried out on a set of small- and medium-sized instances (64–128 projects), where the results showed the inherent trade-off between achieving individual fairness and maximizing overall portfolio impact.
