This study introduces the Stochastic Assessment Routing Problem (SARP) for post-disaster resilience assessment under uncertainty. This stochastic routing problem variant combines location selection for assessments (to ensure sampling representativeness) with logistical planning (the design of field team routes). A major challenge is the uncertainty in the availability of key informants at sites, which is addressed by incorporating backup sites into the selection and routing process. We propose a matheuristic approach consisting of two phases: an enumeration process followed by a set partitioning model. Our approach is capable of solving the SARP for realistic instances, as demonstrated with data from the 2023 Türkiye earthquakes, supporting field teams in recovery efforts.
